Where has the cash gone?
- The 2001 No Child Left Behind Act, which is responsible for much of the 58 percent inflation-adjusted increase A 2002 farm bill that pushed annual farm spending to double the levels of the 1990s;A 2003 Medicare drug entitlement estimated to cost $783 billion over the next decade and trillions in the following decades;The 2005 highway bill, which, at $286 billion over six years, is the most expensive highway bill ever; andLarge expansions of outlays for the refundable Earned Income Tax Credit and Child Tax Credit.
